基层图书馆的定位、反思与趋向

基层图书馆应当是以中小型公共图书馆为主体的一切为基层群众服务的图书馆,包括县(区)级以下公共图书馆、学校图书馆、工会图书馆以及民间图书馆等。作为公共文化服务体系至关重要的组成部分,它承担着保存人类文化遗产、传播社会文化、开发智力资源、开展社会教育与促进休闲娱乐的基本职能。我国基层图书馆发展历经坎坷,受到观念落后、运动突击、主体失位与制度缺失等因素的严重制约。纵观基层图书馆的发展趋向,应当坚持走社区化、虚拟化、协同化与特色化的发展道路。

Primary library is a general term for those libraries providing services for grass^rOOts. It lakes small and medium-sized public library as the subject, including below the county level public library, school library, union library, private library and so on. As a critical component of public cul tural services system, primary library undertakes the basic function of preserving the cultural heritage of mankind, disseminating social culture, exploi ting intelligence resources, developing ,social education and promoting the entertainment. The primary library in our country experienced ups and downs due to the backward concept, the sudden movement, the unsuccessful regulator and the absent system. Nowadays, the development of primary library should adhere to the community, virtualization, collaborative and characteristics development path.
