人力资本流动论对城乡教师合理流动与利益补偿机制的启示

摘要 城乡教师流动从经济学的角度来看,就是一种城乡之间的人力资本流动,而它特别之处在于,流动的主体是特殊的群体——教师,主体所在的环境是学校。建立起城乡教师合理流动与利益补偿机制能够均衡师资,促进教育均衡发展。利用人力资本流动论对城乡教师流动的原因及现状进行研究,分析得出教师人力资本的使用性、增值性及其生产性与消费性对建立城乡教师合理流动与利益补偿机制有指导意义。 The flow of teachers between urban and rural is a special human capital flow whose body is teacher and whose working environment is school. Setting up mechanism of urban - rural teachers flow and benefit compensation could make teacher allocate rationally and improve education equality. The paper analyzes causes and status of urban - rural teachers flow based on human capital flow, and the results show there are some guiding impacts on establishing urban - rural teachers flow and benefit compensation mechanism by the applicability, accretion, productbility and consumption of urban - rural teacher human capital.
