摘要
党的十八届三中全会明确提出加大政府购买公共服务力度。推动政府购买水利公共服务,研究提出政府购买水利公共服务的领域及内容,规划政府购买水利公共服务的实施路径,是贯彻落实党的十八届三中全会精神的具体实践,对于加快水行政主管部门职能转变、提高水利公共服务水平和效率、激发社会主体参与水利公共服务的活力具有重要的战略意义。
It was raised during the Third Plenum of the 18th Central Committee of the CPC that government procurement should be applied to public services. In order to stimulate the governmental agencies to procure public service in the water sector, studies are made on the scope and contents of public service as well as ways of accomplishing the task. The approach is of strategic meaning for the transformation of government roles and functions, improvement of public services and efficiency, and encouragement of participation of key stakeholders in public service of the water sector.
