摘要
从科技活动的主体、客体以及环境三个方面分析影响我国科技资源统筹的诸多因素。在此基础上,引入解释结构模型(ISM)对统筹科技资源的影响因素进行建模分析,明确各因素之间的相互关系,使统筹科技资源影响因素之间错综复杂的关系条理化和层次化,为统筹科技资源工作的顺利进行提供必要的理论依据。
In this article, we summarized many factors affecting the co -ordination of China's scientific and technological resources from subject, object and environment. Introducing Interpretive Structural Model (ISM) to all the influent factors were addressed. Clearing the relationship between the various factors can make complicated relations between factors organized and hierarchical. We will provide the necessary theoretical basis for the smooth progress of the work of co - ordinating technology resources.
