基于规章范本的危险货物运输豁免安全评价体系研究

Study on the Safety Evaluation System of Transport Exemption of Dangerous Goods Based on the UN Model Regulations

通过对国际上危险货物运输管理体系的分析研究,以适用于多种运输方式的联合国《关于危险货物运输的建议书规章范本》(第十七版)为蓝本梳理出可适用于出口危险货物的豁免规则。同时结合出口危险货物目前运输情况和贸易数据调查,提出了建立出口危险货物运输豁免安全评价体系的意义,即以实验室的技术手段为支撑,合理利用运输豁免评价规范,构建出口危险货物可实现运输豁免的技术性贸易应对措施,从而为出口危险货物的企业提供指导及技术服务,并为出口检验监管提供管理参考。

By analyzing the international regulations on dangerous goods transportation, the study takes UN Recomnaendations on the Transport of Dangerous Goods Model Regulations （seventeenth revised edition） which is applicable for several means of transportation as an example to illustrate the exemptions for dangerous goods export. The study suggests that certain safety evaluation system of transport exemption of dangerous goods export shall be established with consideration of the export trade data. It shows that the trade solutions of transport exemption of dangerous goods could provide the technical support for export enterprises and be the reference for export inspection supervision, by making rational use of the safety e- valuation system of transport exemption with the support of laboratory technology.
