摘要
利用灰关联度和效用分析法,对浙江省高校近十年R&D活动结构配置的合理性进行分析。结果表明浙江省高校R&D人员结构配置日益合理,高校R&D人员对浙江经济影响大于R&D经费,且基础研究R&D人员影响最大;高校R&D经费支出结构配置需优化,应增加基础和应用研究经费,以利于浙江高校R&D资源的高效利用和研发创新作用的有效发挥。
R&D activities are divided into basic research, applied research and experimental development. Whether the structure allocation of R&D expenditure and R&D personnel of higher education is reasonable affects the ability of development and innovation. In this paper, R&D activity structure eonfiguration of higher education of Zhejiang province in recent ten years is analyzed by using Grey correlation analysis and utility theory of economics. It is shown that the structure of R&D personnel of higher education is increasingly reasonable. The influence of R&D personnel, especially R&D personnel of basic research on Zhejiang economy is greater than the R&D expenditure, while the present structure of R&D expenditure of higher education is irrational. The proportion of the basic and applied research in the R&D expenditure should be increased, while the proportion of the experimental development should be decreased. So the R&D resources of higher education in zhejiang province would be utilized efficiently.
