认真开展土地整治 切实维护农民权益——安徽省全椒县农村土地整治的调查与思考

Carefully Launching Lan Reclamation and Effectively Maintaining Villagers' Intersts——Survey and Reflection on Land Reclamation in the Rural Areas of Quanjiao County,Anhui Province

土地整治是提高耕地利用率,发展现代农业,缓解建设用地需求与保护耕地红线矛盾的一种有效措施。全椒县通过大力开展农村土地整治,保护和增加了耕地资源,改善了农业生产条件和农民居住环境,促进了土地流转经营,取得了明显的效果。但在土地整治过程中,也存在着不少问题,如农村保障制度不完善、农民参与监督土地整治的意识不强等都影响着农民权益的实现。建议各级地方政府科学推进土地整理和考核,加大农村宅基地使用制度创新,通过让农民分享土地置换后增值收益,建立并完善城乡一体化的社会保障制度和农民利益表达机制,加大项目后期管理等措施来更有效地保护农民利益。

Land reclamation is one of the effective ways to improve land capability, which will facilitate the development of modern agriculture and minimize the conflict between the demands of construction land and the protection of farmlands. Quanjiao County has made remarkable progress in land reclamation, for the resources of farmland have been effectively protected and the total area of farmland has been enlarged; the conditions of agricultural development and the living environment of villagers have been improved; the circulation and management of land has been well-organized. However, there are still some problems in the land reclamation, which constitute the obstacles to the villagers＇ realization of their interests obtained from land reclamation. The main problems include the defective social guarantee mechanism in rural areas, and the villagers＇ weak awareness of participation in and supervision on the process of land reclamation. It is recommended that the local governments should strengthen the assessment and reclamation of land; the system of homestead assignment should be innovated; the urban-rural integrated social guarantee mechanism should be established by involving the villagers ＇ into the redistribution of land profits; and some measurements, such as the establishment of expression mechanism of villagers＇ opinion and the strengthening of final management, the benefits of villagers should be effectively protected.
