Grid management, a new management model, faces some issues regarding public ethics, government functions border, improvement of organization and operation, popularization and application. So, four countermeasures for improving grid management are put forward： Promote the integration of value rationality and instrumental rationality, Clear and Delineate government functions boundary, Optimize process design, Break the impasse of popularization and application. It is of actual meaning for grid management practice to analyze the advantages, issues and trends of grid management and form a comprehensive and in-depth understanding of grid social service management.
