抗战前南京国民政府侨务委员会的演变及作用

The Committee of Overseas business of the Nanjing National Government before the Anti-Japanese War

抗战爆发前,在海外民族主义、国内外舆论的推动下,南京国民政府为了借助华侨的政治经济力量进行国家建设,不断完善侨务机构,最终建立了隶属于行政院的侨务委员会。侨务委员会担负了"移、殖、保、育"的使命,侨务人员在忧患与责任意识的推动下,不断促进侨务理念与侨务工作的进步。侨务委员会不仅在保护与救济华侨、推动华侨社会文化与教育发展等诸多方面作出了贡献,而且成为华侨与祖国联系的重要纽带,客观上为抗战时期国民政府发动和组织华侨参加抗战奠定了基础。

Before the Anti-Japanese War,under the push of overseas nationalism and domestic and international public opinions,meanwhile in order to construct the country in virtue of the overseas Chinese,the Nanjing National Government constantly perfected the institution for overseas business. Finally,the Committee of Overseas business,which was subject to the Executive Yuan,was founded. The Committee of Overseas business bore the task of 'Migration,breeding,protection,education'. Under the consciousness of suffering and obligation,the members of the Committee of Overseas business constantly promoted the philosophy and task of overseas business. The Committee of Overseas business did a lot to protect and relieve the overseas Chinese and to push the development of their culture and education. Also,it was an important link between the overseas Chinese and motherland. Their job objectively laid a foundation for the government to mobilize and organize the overseas Chinese to take part in the Anti-Japanese War.
