论我国应对碳关税壁垒的路径选择

China's Countermeasures Against Carbon Tariff Barriers

欧美一些国家借助联合国气候变化大会谈判失利的时机和全球气候变暖、极端天气频发的现实,出台了以保护环境为名、维护本国贸易利益为实的碳关税措施。碳关税一旦开征,会对我国的外贸出口造成巨大影响。为此,我国应该把制定《碳税法》,构建碳标签制度,发展低碳经济,做好应诉准备,并采取其他措施,作为应对这些碳关税壁垒的主要路径选择。

Some European and American countries, taking advantage of the failed negotiation on climate changes and the evidence of global warming, issued carbon tariffs on imported products in the name of protecting environment and defending domestic interests. Once the carbon tariffs are implemented, they will greatly impact China＇s foreign trade and exports. Therefore, a Carbon Tariff Law should be established in China to regulate carbon labeling system, develop low-carbon economy and get prepared for the countermeasures against the barriers caused by carbon tariffs.
