The most serious challenges are the cut of legal aid budget and relevant problems due to the budget-cut. The part also introduces the comparative analysis on the legal aid current developments of some countries. The second part emphasizes the influence of modern technology （such as website and telephone） on legal aid work, that is, how do some countries use the websites and other technology to cope with the legal aid budget-cut. The third part introduces the legal aid quality control measures adopted in Australia and South Africa.
