条件不利地区特色农业发展的理论与实践——以内蒙古奈曼旗为例

On the Theory and Practice of the Development of Typical Agriculture in Unfavourable Area——On the Case of Naiman Banner in Inner Mongolia

发展特色农业是实施西部大开发战略的重点任务,位于科尔沁沙地腹部的奈曼旗是自然条件和社会经济条件属于条件不利地区,发展特色农业对于农业结构调整、增加农民收入的有效途径。近年来,该旗立足于地区实际和自身优势,遵循"特色+规模+档次=效益"的市场规律,按照"一村一品,一乡一业"的发展思路,逐步形成有特色的区域化布局、专业化生产、产业化经营的格局。

Developing typical agriculture is a main task of the implementation of the Western Develop- ment. Naiman Banner is located on Horchin Desert. Its natural surroundings is unfavourable and social e- conomic condition is disadvantagetous. Developing typical agriculture is a good way to adjust agricultural structure and increase farmers＇income. In recent years, based on regional characteristics and advantages, the banner obeys the market rule of ＂feature -b scale ＋ level = effect＂, follows the development thinking of ＂one village one kind, one town one business＂, develops typical regional distribution, professional pro- duction and industrial business.
