With regard to the college-based problems,aprocedural approach is done over the data-collection,planning,environment in order to provide advices and consultancy.This study reviews the development and reforms of American higher education institutions,and is intended to offer an institutional guarantee for modernization of American traditional educational institutions in terms of management,performance and accountability.
