加大公共财政投入 实现农村养老保险基本公共服务均等化——以广州市农村养老保险制度变迁为例

农村养老保险属于基本公共服务范畴,实现农村养老保险均等化已经成为新一届政府今后执政的一个重要的努力方向。完善公共财政制度是实现农村养老保险均等化的基本手段。本文对广州市农村养老保险制度变迁进行考察,发现广州农村养老保险公共财政存在投入不足、投入增长幅度与投入结构不合理的弊端。建议加大公共财政投入,完善公共财政制度,实现农村养老保险均等化。

Rural old-age insurance is one of the ba- sic public services, rural old-age insurance equaliza- tion has become an important direction for future rul- ing by the new government. To improve the public fi- nance system is the basic mean of rural endowment in- surance equalization. Take the changes in rural pen- sion system of Guangzhou for example and found that Guangzhou rural old-age insurance lacks financial in- vestment, and its investment growth rate and invest- ment structure are irrational. To increase investment in public finances and improve the public finance sys- temis the basic way to ensure the equalization of rural old-age insurance.
