我国地方政府是面向广大人民群众最直接的行政机关,因而是公共政策有效执行的最终承载者。其中,行政绩效是衡量行政管理活动的一项重要内容,它既是政府能力的主要体现,又是衡量政府工作状况的综合指标。着力提高行政效能是行政学研究与行政改革实践的出发点和归宿。随着改革开放向纵深推进,我国地方政府效能问题面临诸多困境,亟需对行政绩效改革进行深入、系统地探索和研究。

Local government is the most direct administrative authority serving the people, and therefore, is the ultimate carrier of the effective implementation of public policy. Among them, the administrative performance is an important measure of the administrative activities. It is both the main embodiment of government capacity and the comprehensive index to evaluate the working conditions of the government. Improving the administrative efficiency is the starting point and destination of ad- ministration study and administrative reform. With the deepening of the reform and opening up, the performance of local gov- ernment encounters many difficulties, and it is urgent to conduct in-depth and systematic exploration on the reform of adminis- trative performance. The author explores the present situation, problems and coping strategies of the reform of local govern- ment performance from two dimensions= administrative efficiency and administrative capacity.
