Nongovernmental Organization Function Failure and the Third-party Governance

我国非政府组织的发展促成了中国式第三方治理的形成,但由于政治民主化、经济市场化及社会现代化的社会转型目标尚未完成,我国出现了与发达国家不同的表现形式。规则倡导、重建功能弱导致社会制度性风险加大;市场失灵纠错功能弱导致阶层固化风险加大;政府失灵纠错功能弱导致组织断裂风险加大。究其原因在于,政、社不分,非政府组织发展空间小;政、企不分,非政府组织社会影响力弱;企、社边界不分,非政府组织属性变异。第三方治理在我国的追求目标就在于恢复发展非政府组织的经济政治和社会功能,促进非政府社会组织与政府、市场的良性治理。治理的逻辑思路在于界定非政府社会组织、政府与企业的各自行为边界,推动非政府组织的健康发展。

The development of nongovernmental organizations in China has facilitated the formation of third party govern- ance, Due to the uncompletion of social transition which includes political democratization, economic mercerization and social modernization, Chinese third party governance showed different forms from the developed countries. Weak rules of ad vocations and reconstruction of our non governmental organizations will lead to social institutional risk; weak correction of Market failure of our non governmental organizations will lead to class solidification; weak correction of Government failure will lead to col- lapse of social organization. In addition, the fuzzy boundary between government and nongovernmental organization brings the little space of our Non governmental organizations. The fuzzy boundary between government and companies brings the weak- ness of social influence; the fuzzy boundary between companies and nongovernmental organization brings attribute variation of nongovernmental organizations. The objectives of third party governance in our country will improve the function of non-govern- mental organizations, which further good governance of non-governmental for social organization and the government and mar- ket then we must take measures to define the lines between non-governmental organizations and government and enterprises.
