电力系统要想保证供给可靠、稳定、高质量的电力，其必要条件是时刻保持功率平衡，所以能否实现快速功率调节是至关重要的。
In order to ensure high quality electric power reliably and steadily, it is necessary to balance thepower. So it is very important for electric system if the power can be adjusted fast.
