This paper analyzes the causes of the deviation of uncompleted contract value. Through investigation of the two major indexes that comprise the data, i.e. newly signed contract value and completed output value, the paper elaborates the reasons for the deviation of uncompleted contract value and then proposes the countermeasures for effective control of the deviation.
