摘要
城市中低收入人口聚集的"衰败社区"更新是国内外城市研究的热点问题之一。然而"衰败社区"问题十分复杂,从欧洲经验来看,近年来更新改造项目更注重以消除"循环衰败"为核心任务,并对其成果以涵盖经济、就业、教育、治安等多维度的评价体系来考量。本文借鉴欧洲经验,建立多维度评价体系,对北京市什刹海、金鱼池两个社区展开调查,全面评析了金鱼池更新改造工程的成果,为未来相关更新政策的制定和实施提供有益的建议。
The renewal of low-income communities is one of the hot research topics in urban studies recently. As the decline of the communities is a very complex problem, the way of renewal practice in European countries has changed according to the understanding of the problem then: from physicalcentered to development-oriented, and then with the aim of returning the "cycle of decline". Multidimensional frameworks are used to evaluate outcomes of the renewal process. Based on the European experience, this paper uses a multi-dimensional framework to set up an investigation on Shichahai and Jinyuchi in Beijing. Through a comparative analysis, the recent renewal project in Jinyuchi can be evaluated in a comprehensive perspective, which provides valuable suggestions for forthcoming renewal policies and practice in Chinese cities.
