Effect Evaluation of the Payment Reform of the New Rural Cooperative Medical System in Wuzhi County

目的:通过对武陟县综合支付方式改革:按病种付费+定额补助的供方支付方式相关政策和实施效果进行调查分析,为进一步完善新农合支付方式改革提供参考依据。方法:以武陟县新农合为研究对象,通过对政策实施前后的对比,对综合支付方式效果探讨分析。结果:在2010-2012年改革节点前后,纳入管理病种同期次均费用县乡两级均明显降低;纳入病种住院患者同期实际补偿也有所提高,门诊病种次均费用降低。结论:按病种付费﹢定额补助的供方支付方式大大降低了参合农民的住院和门诊费用,使得参合农民广泛受益。

objective In order to provide reference for further perfecting the payment reform of the New Rural Cooperative Medical System,we investigated and analyzed the policies and effect of the comprehensive payment system in WuZhi County, which is payment on the diseases categories and rated compensation. Methods By taking the comprehensive payment system in WuZhi County as the research object,we discussed and analyzed the effect of the comprehensive payment system in WuZhi County through a before-and-after comparison. Results In the 2010-2012 years before and after the reform node, the cost of the diseases categories which were brought into management at the same time were significantly declined both in counties and townships, the patients in hospital of the diseases categories which were brought into management at the same time were significantly declined both in counties and townships too. Conclusion The method of the comprehensive payment system which is payment on the diseases categories and rated compensation significantly declined the in-patient and out-patients payment schemes, and brought benefits to farmers participating in comprehensive payment system.
