The Development Power Factor and Mechanism Optimization of Vocational Education ——Based on the Perspective of Stakeholder

职业教育发展源于市场、政府、社会等外部力量及职业教育内部力量的共同作用。当前我国职业教育发展动力不足,原因在于自身未能完成市场化制度变迁,利益相关者作用力不均衡,决策过程利益相关者缺席。优化职业教育发展动力系统,需要建立基于整体效益共识的民主机制,促进多元利益主体合作博弈,实现利益相关者共同治理。

The development of vocational education derives from the combined action of the external forces （the market, the government, the society etc. ）and the inner strength itself. The reasons of power shortage of current vocational education development in our country are that it fails to complete market system change, stakeholders＇ forces are not balanced and they absent themselves during the decision process. In order to optimize the power system of vocational education development,a democratic mechanism which is based on the consensus of whole benefits and the multiple stakeholders＇ cooperative game are needed to build and the stakeholders＇ co-governance shall be realized.
