摘要
随着当前国内矿产资源供需矛盾加剧和环境保护要求的不断提高,促进矿产资源的节约与综合利用日趋成为立足国内保障资源供应的关键环节。本文分析了我国矿产资源开发利用的现状以及现行的矿产资源管理体制,指出矿山企业对综合利用的经济效益追求与国家对资源环境效益的追求之间缺乏有效的对接机制和制度设计是影响矿产资源节约与综合利用水平提高的核心问题,需要有针对性的进行制度设计,并建立长效机制。制度设计上,通过完善法规体系、强化宏观调控、实现源头监管,加强在资源合理开发利用领域的政府管理工作;在工作机制上,构建以"税费调节、标准规范、激励约束、示范引领"为核心的矿产资源节约与综合利用长效机制。
With the intensifying contradiction between supply and demand, and the increasing standard for environmental protection,it has become the key aspect for "guaranteeing the supply based on domestic resources" to promote the saving and comprehensive utilization of mineral resources. This paper analyzes the status of development and utilization of mineral resources in China, and existing mineral resources management system, points out that the main problem to hinder the saving and comprehensive utilization of mineral resources is lack of effective linking mechanism and system design between mining enterprises and the government, pursing different things, the former for economic benefits of comprehensive utilization, the latter for resources and environmental benefits. This requires the scientific system design and founding of long-term mechanism. In terms of system design, it is important to intensify the management role of government in the field of reasonable development and utilization of resources through improving law system, strengthening macro control and implementing supervision from the start. It's also essential to build up saving and utilization long-term mechanism, with the core of "adjusting through the taxation, regulating through the standard,incentives plus restrains, demonstrating together with leading".
