Proceeding from the aspects of role characteristics. educational mission, the value of higher education and the forming struc- ture of college students moral character, this article probes the responsibilities of college political counsellors and 'Two-course ' teachers, analyses the dialectical relation between the twos, and puts forward the improving methods to the lapsus in the recognition and practice of the two's responsibilities.
