摘要
"离退休科技人员状况调查"表明,离退休科技人员养老金收入水平较低,尚难以做到老有所养,进而影响了退休科技人员继续发挥作用的主动性和积极性。为此,笔者基于2010年中国科协开展的离退休科技人员状况调查数据分析,从制度设计层面展开研究探讨,努力通过构建长效机制使科技工作者在离退休后有尊严地生活,享受改革开放和经济发展的成果。
Basic research is the basis and source for innovation activities of science and technology.h is very important for the development of economy and society. This paper analyzes the characteristics of the U.S. federal government basic research inputting and management experience.It can afford China beneficial lessons on basic research inputting and it＇s performance evaluation.This paper puts forward policy suggestion including increasing basic research investment ,thinking highly of importance of government investment, and strengthening basic research performance evaluation.
