粮食安全综合保障能力受多重因素影响与制约。根据粮食安全与社会再生产四环节所呈现的矛盾提出"生产—流通—消费、宏观—中观—微观、数量—结构—质量"全面发展的战略,"粮食安全—农民社会地位和收入水平、主产区—主销区、国内供给—国外进口"协调发展的战略,坚持"现实—未来"并重的可持续发展战略,以求实现粮食安全综合保障能力全面协调可持续发展。

Food security comprehensive straints. According to the contradictions duction, this paper proposes integrated support capabilities are affected by multiple factors and con- presented by the four aspects of food security and social repro- development strategy of ＂production-circulation-consumption, macro-meso-micro, quantity-structure-quality＂, harmonious development strategy of ＂food security- the farmers＇ social status and income level, the main producing areas-sales areas, the domestic supply- the overseas import＂, and adhere to sustainable development strategy of paying equal attention to ＂reality-future＂, in order to achieve comprehensive, coordinated and sustainable development of food security integrated support capabilities.
