摘要
当前,塔里木盆地水资源利用中存在的主要问题是:1.可供水资源量远远不能满足需要,但节水潜力还很大;2.在分配用水时,较少考虑到维护良好生态环境的用水问题;3.地表水资源量的调蓄能力差;4.地下水资源开发尚有潜力。本文采用层次分析法(AHP)进行计算,一共分为4个层次,即目标层、资源层、用水层和措施层。计算结果表明,农业用水中的按方收费可制止浪费。降低灌溉定额和生态环境用水中的制定合理的绿色生命用水方案是所有措施中最重要的措施。
At present, main problems of utilizing water resources in Tarim
Basin remain.
1. The water resources are in very short supply, but the potentiality of
saving water is great.
2. The water consuption for ecologic environment is ignored when the
water resoarces are allotted.
3. The capacity of regulating and storing surface water is poor.
4. There is potentiality to develop ground water.
In the paper, AHP method is taken to analyze the controlling measures.
Four layers are determined as objective layer, resources layer,water consu-
ption layer and measures layer. The results show that a series of mea-
sures should be taken, such as to charge for water used, to reduce izriga-
tion norm, to work out a rational plan for using water oasis corridor,
etc.
