The convenience and influence of rapid dissemination of information raises new challenges to moral construction of leading cadres in current microblogging （weibo） era. Impacted by hidden rules and unjustified supervision in the officialdom, some leading cadres exhibit low integrity, shown as formalism, abuse of power, and bad faith. Such low integrity of leading cadres weakens the trust of public faith in the government, impairs the legitimacy of public governance, and hinders the protection of citizens＇ individual rights. It is important for leading cadres to strengthen personal and political morality, and improve self disciplining according to the environment.
