A Probing into Crucial Issues of Urban Flood Control: a Case Study in Liangzhu, Hangzhou

新建城市区域是城市的重要组成部分,新建城市的防洪是城市防洪规划面临的新课题。在分析杭州市良渚组团区域防洪问题的基础上,明确新建城市区域防洪规划的基本原则,选取合理的防洪标准,通过对拟定防洪方案的对比分析,确定了经济合理、技术可行的防洪体系建设方案,并提出通过建立有效的技术及管理体系等措施。

Urban flood control planning, which is an important part of the overall urban program, should be the basis for urban security and sustainable development. On the basis of problem analysis of flood control in Liangzhu, Hangzhou, this paper provides an overview of research about clarifying basic principles of the regional flood control planning and selecting appropriate flood control standards. Through the comparative analysis of the proposed flood control programs, it determines an urban flood control system that is reasonable, cost- effective and technically feasible. And this paper puts forward measures to establish effective technology and management system, providing a reference for the construction of urban flood control.
