摘要
水库工程一旦失事危害很大,其安全生产是平安水利建设的重要内容之一,为了客观评价水库安全管理水平,将软件能力成熟度模型引入水库安全生产评价中,分析水库安全生产行为,建立水库安全管理成熟度模型和综合评价指标体系,并提出将水库安全评价指标多目标化,自上而下细化到可以客观评价和操作,进行成熟度赋值,自下而上逐层汇集的成熟度等级评价方法,为水库安全管理水平的提高和持续改进提供了保障。
As reservoir accidents could result in great harms, safety production of reservoirs is an important content of safe water conservancy construction. To objectively evaluate reservoir＇ s safety management level, the software capability maturity model （CMM） is introduced into evaluating safety production of reservoirs by analyzing relevant activities. A reservoir safety management maturity model and a comprehensive evaluation index system are established. The paper proposes more targeted ~eservoir safety evaluation indexes, and top- down refinement to realize the objective evaluation and operation. Maturity values are assigned to form a maturity level evaluation method with a bottom- up approach, ensuring continuous improvement of reservoir safety management level.
