我国主体功能区规划的现实背景与目标导向

Background and Goal-oriented of National Principal Functional Region Plan

本文以《全国主体功能区规划》为基础,通过分析我国国土空间开发中的矛盾和问题,思辨传统开发模式与主体功能区模式之间的衔接互动关系。文章认为,主体功能区建设是空间开发格局构建的全新理念,是对我国区域协调发展战略新的总结与提升,为统筹推进经济建设与生态文明建设提供了新视野,为衡量区域科学发展提供了多元化指标。最后,文章对主体功能区建设的目标导向进行了分析解读,并提出推进主体功能区战略在全国范围内实施的建议。

Based on the National Principal Functional Region Plan, the paper analyzes contradictions and problems of national land development in China, conducts thinking on cohesion and interaction relationship between traditional development models and model of the principal functional region. According to the paper, the construction of national principal functional region is the new idea of land development patterns and the new summary and promotion on the strategy of regional coordination development, which also provides a new vision to promote economic construction and the construction of ecological civilization coordinately, and the diversified index to measure the scientific development of region. Finally, the paper makes interpretation on the goal-oriented of National Principal Functional Region Plan, and gives recommendations for promoting the implementation of the National Principal Functional Region Plan.
