谁是中国高等教育现代化的责任承担者?除了"顶层设计"和"基层创新"外,"中层担纲"尤其重要。所谓"中层担纲",就是一批把握高等教育发展趋势和大局而又扎根高等教育实践的大学校长,以及省市政府领导及教育主管部门的官员,能够真正解放思想,锐意变革,敢为人先,在中国高等教育现代化进程中勇于克难攻坚,有所突破。"中层担纲"的必要性和重要性,是由中国高等教育发展现状的不平衡性、复杂性和多样性决定的。它的实现,有赖于中央下放权力和解除框框,有赖于"中层"提振精神状态。

Who is the person to shoulder the responsibility of Chinese higher education modernization？ It is ＂the medium-level executive officers＂ who are expected to assume important responsibilities of higher education modernization. These ＂medium-level executive officers＂ are either university presidents or local government administrators in charge of educational departments who could not only command the overall tendency of higher education development but also step into the daily practices of higher education. It is imperative that these ＂medium-level executive officers＂ should truly liberate their minds, carry out bold innovations and be brave to be the first one to try creative new experiments if we want to make breakthroughs in the process of Chinese higher education modernization. This is due to the unbalance, the complication and the diversity of the current situations of Chinese higher education development. However, the realization of it depends not only on the decentralization of administrative power of the Central Government, but also on the bracing up of ＂the medium-level executive officers＂.
