摘要
1949年以来,中国农村社会养老制度经历了3个阶段:1949—1956年家庭养老时期;1957—1979年集体社队供养时期;1980年至今多元筹资结构的养老制度。文章用制度变迁理论和交易成本诠释了农村社会养老制度发展历程,得出导致农村养老制度发展曲折的原因是制度设定的整体目标和阶段目标的多次冲突、制度变迁的执行者动力不足、相关联制度政策滞后发展等。农村养老制度要进一步发展就应协调整体目标与阶段目标,提高执行者动力,完善关联制度政策的建设。
China＇s rural social pension system has experienced three stages since 1949： 1949-1956, family pension period; 1957-1979, collective community team supporting period; since 1980, the pension system of pluralistic financing structure. By institutional change theory and transaction cost theory, we explained the development of rural social pension system, then we knew that the causes, which twisted and turned the development of rural pension system, were the conflicts between the overall objectives and the stage goals, the executors of institutional changes with inadequate power, the lagging development of associated policies, and so on. In order to further develop rural pension system, we should make coordination between the overall objectives and the stage goals, improve executors＇ power and perfect related policy.
