Analysis on the situation and related issues of country-level public TCM hospital pilots that implementing prospective payment of total amount money system

目的 了解县级公立中医医院总额预付制的总体实施情况、出现的问题及影响,并提出相关建议.方法 主要通过问卷调查及专家访谈等方式收集资料.结果 总额预付制控制医疗费用过快上涨的作用己初步显现,但该制度也产生了一些负面影响.结论 全国县级公立中医医院应完善总额预付管理制度,确定合理的预付总额,并加强医院自身管理.

Objective To investigate the implementation of prospective payment of total amount money system in country-level public TCM hospital, in order to understand the relative issues and its influence, then put forward related suggestions. Methods Questionnaires and interviews with experts were adopted in the study. Results The effectiveness of Prospective payment of total amount money system in controlling the too fast rising medical expense has preliminary appeared, though it also has some negative influence. Conclusion It is urgent to improving prospective payment of total amount money system, managing the reasonable prepaid amount, as well as strengthening the hospital management.
