转型期中国公共危机管理的对策思考

Countermeasures of Public Crisis Management in the Transitional China

当前,中国正处于政治、经济、文化和社会的转型时期,各种社会矛盾冲突不断,公共危机频发,给人民群众的生命财产、环境资源及社会经济、政治秩序造成严重损害和巨大损失。如何有效应对公共危机,进行高效的危机管理对转型期的中国来说不仅是一个紧迫而又现实的任务,也关系国家政治稳定和社会发展的热点问题,同时社会转型期的复杂性和危机形态的复杂也加大了危机管理的难度。因此,文章在对中国公共危机及问题分析的基础上,进一步分析公共危机产生的原因,从而寻求有效解决公共危机的政策措施。

At present, China is in a transitional period of political, economic, cultural and social conflicts. All kinds of social contradictions and frequent occurrence of public crisis are commonplace, which cause serious damage and huge losses to people＇ s life and property, to environmental resources and social economic and political order. Thus how to effectively deal with public crisis and achieve effective crisis management is not merely an urgent and realistic task, but a hot problem in the country＇ s political stability and social development. At the same time, the complexity of social transition and the forms of crisis also increased the difficulty of crisis management. Based on the analysis of public crisis and problems in China, the article analyzes the causes of public crisis so as to seek effective policy measures to solve the problem.
