改革发展成果共享视域下的行政性行业垄断与规制

On Administrative Industrial Monopoly and Regulation from the Perspective of Equal Share of the Reform and Development Fruits

当下中国行政性行业垄断的广泛存在不仅破坏了公平竞争的市场秩序,而且通过妨碍利润共享、拉大行业收入差距、侵蚀消费者剩余等方式对改革发展成果的共享产生不利影响。为此,应该在确保国家安全、经济社会平稳发展的基础上,从优化市场结构、完善《反垄断法》及其实施机制,以及加快推进政企分开、强化对垄断行业的监管等三个层面对行政性行业垄断进行必要的规制。

The widespread administrative industrial monopoly in China not only undermines the market order of fair play, but al so has adverse effect on the equal share of the reform and development fruits by hindering the equal share of profits, widening the gap of income among industries, and eroding the consumer＇s surplus. For this reason, it＇s necessary to regulate the administrative industrial monopoly by optimizing the market structure, improving the Anti--monopoly Law and its implementation mechanism, accelerating the separation of enterprise from government as well as reinforcing supervision on the basis of state security and steady development of economy and society.
