随着我国城市化发展和水务一体化的推进,理顺城市水务发展体制和机制,提高水资源管理的效率和效益显得尤为必要。以呼和浩特春华水务开发集团有限责任公司为例,分析了水务一体化企业的发展途径:一是开辟和拓宽各种投融资渠道,盘活水务资产存量,优化增量,实现国有资产的保值和增值。二是统筹水资源,合理开发利用,科学配置,使之发挥最大效益。三是进行水务行业的政企分离、政资分离、政事分离,实现水务投资、建设、经营、管理的一体化运作,促进水务行业的市场化发展。四是利用已成熟的市场化开发、社会化投资、企业化经营、产业化发展的运作模式,可实现多赢的效果。

With the development of China＇ s urbanization and water integration,it is necessary to straighten out the urban water development system and mechanism and improve the efficiency and effectiveness of water resources management.Taking Hohhot Chunhua Water Development Group Co.Ltd.as the case,the development paths of integrated water companies were analyzed as follows：First,opening up various investment channels,revitalizing water asset stock,optimizing increment and realizing the state-owned asset inflation proof and appreciation ; Second,bringing the maximum benefit of water resources into play through planning them as a whole with rational development and utilization and scientific configuration; Third,conducting water affair reforms of separating government administration from enterprise management,assets and institutions,realizing water affair integration in investment,construction,operation and management and promoting marketization development of water industry; Fourth,utilizing the already mature operation patterns of marketization development,socialization investment,enterprise operation and industrialization development to realize the win-win effect.
