Development of low-carbon economy will face the risk of slowing down economic growth and the development of low-carbon technologies for many developing countries, who are supposed to bal- ance the pros and cons, establish an effective international transmission of low-carbon technologies, and actively seek support from multinational enterprises＇ home countries and international organiza- tions so as to promote the development of low-carbon economy, especially the establishment of global partnerships.
