摘要 通过建立差异减排模型和动态CGE模型等方法研究了气候环境壁垒对中国出口贸易的影响。研究表明:气候环境壁垒将对中国出口贸易造成较大冲击,碳排放标准的实施将导致出口运行成本和市场价格相对于进口国同类产品变得高昂;碳标签的使用将降低中国出口产品均衡需求量,碳关税作为一种新增成本,使得中国各行业出口平均利润均出现下降。基于以上分析,文章提出了制定互利双赢国际贸易新规则、推进中国出口贸易低碳化发展及建立气候环境壁垒预警和消除机制等应对策略。 This article has studied the climate and environmental impact on China's export via estab- lishment of differential emission reduction model. The studies have shown:climate and environmental im- pact has resulted in greater shock on China's export, implementation of standard of carbon emission will result in extraordinary rise of the cost of export operation and market price in relation to similar products of the importer. The use of carbon labeling has reduced the equilibrium demand for label-free products of Chinese exporters. Carbon tariff as a newly increased cost, average export profit of every Chinese industry decreases. Based on the above study, this article puts forward the corresponding strategy of formulating new international trade rules for mutual benefit and win-win situation, promoting development of low-car- bonization of China's export and establishment of climate and environmental barrier alerting and elimina- tion mechanism.
