整体性治理视角下的政府职能转变研究

Study on Government Function Transformation under the Perspective of Holistic Governance

整体性治理是在对新公共管理导致的服务分裂性和管理碎片化反思与修正的基础上提出的治理模式,它与政府职能转变在价值理念和治理框架上具有内在的理论契合。通过整体性治理这一新的理论视角,全面而系统地分析政府职能转变因职能重心偏移、职能整合不足、制度保障缺失而导致的职能定位不清、职能关系不顺、职能运行不畅等问题,并从凸显公共责任和公共利益、强化政府公共服务职能,优化组织结构和组织流程、加大政府职能整合力度,加强部门协调和公私合作、形成职能转变整体合力等方面探寻其有效的实现路径。

Holistic governance is put forward on the basis of reflection and correction of service disruptive and management fragmentation that the new public management lead. It is in theory fit with government function transformation in value concept and governance framework. We can comprehensively and systematically analyze those problems about government func- tion transformation such as unclear functional position, poorly function relations and insufficient function perform lead by function center gravity offset, poorly function integration and lack of institutional guarantee through holistic governance, a new theoretical perspective. It puts forward effective implementation path from three aspects ： highlighting public liability and interests and strengthening the government＇s public service function, optimizing organizational structure and process and increasing the intensity of government function integration, strengthening the department coordination and public -private partnerships and forming the overall functional transformation force.
