基于PEST分析方法的我国承接服务外包关键因素实证研究

Empirical Study on the Key Factors for China to Undertake Offshore Outsourcing

基于文献研究,结合PEST分析方法,测度1995-2010年间数据,构建中国承接服务外包关键因素模型。实证研究表明:以知识产权保护为代表的政策因素、经济发展水平、服务业水平、劳动力素质、基础设施建设、科技发展水平均对承接服务外包有积极影响,且与理论假设相符;而劳动力成本因素虽表现为与承接服务外包正相关,但与理论假设并不相符。这提醒我国,不应一味强调低成本优势,而应更多注重人才和软环境的优化。

Based on literature study, this paper builds a model of key factors for China to undertake outsourcing. The results show that： intellectual property protection which is on behalf of policy factors, the economic development level, service devel- opment level, quality of labor, infrastructure, science and technology development have positive impact on undertaking outsourcing, and are in line with theoretical assumptions. Although the labor cost factor also shows a positive correlation, it is not consistent with the theoretical assumptions, which remind our government not emphasize the low cost advantage, but also give more focus on talent and soft environment.
