农村养老问题已成为我国养老事业建设的重中之重,构建完善的农村社会化养老服务体系是政府和学术界普遍关注的问题。综观国内外相关研究发现,农村社会化养老服务体系构建中,政府应发挥主导作用,具体体现在宏观顶层设计、政策、资金、劳动力供给、资源衔接、监督等方面。当前政府在社会化养老服务体系中还存在越位、缺位、不到位现象。要解决这一问题,必须明确政府的定位,合理、有效发挥政府的作用。

Throughout the domestic and foreign related research, we can find that in the process of building the rural social endowment service sys- tem, the government should play a leading role, the concrete manifestation is now the top design, macro policy, capital, labor supply, resources, cohesion, supervision, etc; The current government in the social endowment service system still exist in the offside, absence and does not reach the designated position phenomenon, and to solve this problem, we must clarify the positioning of the government, reasonably and effectively play to the role of the government.
