中国城乡结合部土地利用市场化机制探讨

Marketization Mechanism for Land Utilization in China's Urban- rural Fringe Regions

中国已进入城镇化进程快速发展的时期。由于历史和管理体制等原因,目前城乡结合部区域土地利用自发、无序和低效率的状况,已经成为不少经济快速发展地区亟待解决的问题。完成对城乡结合部土地利用市场化机制设计,建立健全的耕地保护激励机制,建立宅基地退出机制,改革土地征收制度,引导集体土地的市场化流转,引入市场化主体参与集体公益性建设用地的集约利用,实现城乡结合部土地的高效、低碳、可持续利用。

Urbanization in China is experiencing a rapid development at present. However, due to some historical factors, management system, etc. problems like the free, disorderly and low - efficient use of land in urban - rural fringe areas of many fast - developing regions have become prominent and demand prompt solution. To realize the efficient, low -carbon and sustainable use of the land in these regions, the paper proposes the following marketization mechanism for land utilization ： establish and perfect the incentive mechanism for the protection of farmland, set up homestead exit mechanism, reform land expropriation system, guide the marketization of the collective land circulation and so on.
