农村最低生活保障政策实施效果的主要影响因素分析

随着经济与社会的发展,作为社会资源分配途径的公共政策的影响力逐渐增强,公共政策评估也日益受到政府部门与学界的重视。已有的文献研究表明:政策方案、政策执行与政策效果是政策评估中的几个关键环节。在整个公共政策过程中,公共政策的实施效果既取决于政策方案的科学确定与政策的有效执行,又受到政策配套与资金投入等方面的影响与制约。结合相关文献分析与对农村最低生活保障政策实施现状的调研,认为农村低保政策方案的目标定位、政策执行、政策配套与政策资金投入等问题对农村最低生活保障政策的实施效果有着十分重要的影响。

With the development of economy and society, as the way of social resource allocation of the influence of public policy gradually strengthened, public policy evaluation is increasingly brought to the attention from the government and academic circles. Lit~ eratures have shown policy plan, policy execution and policy effect are key links in the process of policy evaluation. In fact, the effect of public policy depends on the scheme of science and effective implementation of policy, which is influenced and restricted by a com- plete set of and funding in the whole process of public policy. According to the literature analysis and an investigation of the current sit- uation of the rural minimum living security policy, influence factors of rural minimum living security policy implementation effects have rural residents of policy options targeting, policy execution, policy supporting, funding, etc.
