电子信访绩效评估研究——以长株潭为例

Research on the Performance Evaluation of Electronic Petition——A Case Study of Changsha,Zhuzhou,Xiangtan

电子信访是一项重要的政务服务方式。对电子信访实施绩效评估,可以促进公众监督权的行使,提高政府施政能力。阐述电子信访绩效评估的内涵,通过问卷调查,利用层次分析法及隶属度分析法构建电子信访绩效评价指标体系,并进行信度检验和效度检验。以长沙、株洲、湘潭三市的电子信访工作为例,进行实证研究,并提出相应的对策建议。

Electronic petition is an important way of the government services. The performance evaluation for the electronic petition can promote exercising the right Of the public scrutiny and impmve the goveraahillty of the government. In this paper, we elaborate the meaning of the performance evaluation for the electronic petition, establish an electronic petition performance evaluation index system by AHP and membership grade analysis through the questionnaire studies and give the reliability testing and validity testing. We give the empirical research for Changsha, Zhuzhou and Xiangtan. Finally, we put forward the corresponding tiongs. and suggestiongs.
