论公共危机管理状态下地方政府公信力的提升

On the Local Government Credibility Promotion in the State of the Public Crisis Management

近年来,因城镇化、社会快速转型以及频发的公共灾害而造成的公共危机给地方政府的公信力带来了较大的影响。提高政府行政能力、提升对民众的公信力成为当前的工作重点。分析地方政府的危机管理能力及公信力的相关理论,辨析两者之间的内在逻辑和互动规律,对当前地方政府存在的危机管理能力薄弱、公信力弱化现状进行探讨,指明问题症结所在,并提出地方政府公信力提升的相关路径。

In recent years, the public crises caused by rapid urbanization, social transformation and frequent natural disaster＇s, have a great impact on the credibility of local government. Making the local governments＇ administrative capacity improvement and the credibility enhancing is the focus in current time. This paper discriminated the interact and mutual influence relations between the local government crisis management cepaeity and the credibility of local government through the analysis of relevant literature theories. Further more, it not only discussed the cm＇mnt situation which is the weakness of the local government crisis management capacity and credibility, but also indicated the reason. Finally,it proposed the path to make the two ones interact be- nignant.
