公民文化:构筑边疆民族地区和谐发展的基石

Civic Culture as the Cornerstone of the Harmonious Development of Ethnic Borderlands

公民文化作为一种与政治制度密切联系的精神文化,是以公民意识具体地体现出来,即主体意识和参与意识、法律意识和责任意识、诚信意识和道德意识、宽容意识和理性意识。在边疆民族地区,建设公民文化,是社会主义市场经济的必然要求,是调适社会转型带来的各种社会矛盾、建设和谐社会的需要,是促进边疆民族国家认同的、实现文化价值观整合的条件。应完善促进区域经济协调发展的政策体系,构筑公民文化的物质基础;应加强社会主义法治建设,推动政治认同的公民文化发展;进一步完善村民自治制度,以民主实践强化公民文化精神内核;应加强边疆地区农村公民教育,形成培育公民文化的"涓滴效应"。

Civic culture is a spiritual culture related closely to the political system and finds expres- sion in civic consciousness which includes subject consciousness, participation consciousness, legal consciousness, responsibility consciousness, integrity consciousness, moral consciousness, tolerance consciousness and rational consciousness. The construction of civic culture in the ethnic borderland is necessary for the socialist market economy, the solution to the social contradictions, the needs for the construction of a harmonious society, the realization of the ethnic identity in the borderland and cul- tural integration. The perfection of the policy for regional economy is the material base for the con- struction of civic culture, the legal construction of socialism will promote the development of civic cul- ture, the improvement of village autonomy will help the democratic development of civic culture, and the rural education in the borderland will nuieken this proeess.
