我国建设低碳城市的法律对策——以湖南省为例

On Legal Countermeasures of Building Low-carbon City in China——Taking Hunan Province as an Example

低碳城市建设是节能减排和发展低碳经济的重要载体,呼唤绿色新政,绿色法治。正处在加快推进新型工业化与城乡一体化进程中的湖南省,建设低碳城市、推动低碳经济,是其实施可持续发展战略的必然选择,特别需要法治建设。为此,应紧密结合湖南省的实际情况,完善相关法规制度,加强执法力度,构建保障低碳城市发展的制度体系。

Low-carbon city construction is an important carrier of energy conservation and emissions reduction and a low carbon economy. It calls a new green deal and green rule of law. The central area is in the process of accelerating new industrialization and the integration of urban and rural areas. The construction of low-carbon city and promoting a low-carbon economy are an inevitably choice for implementing the strategy of sustainable development. Especially, it needs legal construction. Therefore, we should closely combine the actual situation of central region, perfect provinces related laws and regulations, strengthen the law enforcement and build security low-carbon urban development system.
