Training effective English reading teachers is essential for reversing students' reading performance decline. Studies from IRA show that effective English reading teachers must possess six elements, namely, foundation in research and theory, lexieal instruction strategies, discourse comprehension strategies, reading -writing connections, instructional approaches and materials, and assessment. To command the six fundamental elements, a concerted effort by novice teachers and their trainers must be made.
