摘要
文章分析了基层水利单位能力建设存在的问题及取得的成效,探讨加强基层水利单位能力建设的对策。
In this paper, the capacity building problems and achievements of grass-roots vancy unit are analysed, some countermeasures on strengthening the capacity building water conservancy unit are discussed.
