财政支出、技术选择与经济绩效——基于省际面板数据的实证研究

Fiscal Expenditure,Technology Selection and Economic Performance:An Empirical Study Based on Provincial Panel Data

在从理论上分析了政府干预技术选择从而影响经济绩效内在机制后,通过DEA方法测算出我国省际的技术进步、技术效率及全要素生产率,在此基础上利用误差修正模型得到了我国技术选择与经济绩效、财政支出与技术选择之间存在着单向的因果关系的结论。论文通过回归分析进一步验证了财政支出影响下的技术选择是阻碍经济绩效进一步改善的原因之一,并提出了应完善政府财政决策监督机制及政府官员升迁机制的政策建议。

After analyzing the mechanism of how the technology selection under the government intervention affect the economic performance,the essay measured China＇s inter-provincial technological progress,technological efficiency and total factor productivity by the DEA method. One of the conclusions demonstrated that one-way causal relationship exists between our technology selections and economic performance,government intervention and technology selections on the basis of the error correction model. Further regression analysis verified that the technology selection under the government intervention is one of the reasons impede the further improvement of economic performance and put forward the necessity of improving oversight mechanisms of government decision-making and the mechanisms of government officials promotion based on empirical analysis.
